Driving Test Booking Rule Changes 2026
The Driver and Vehicle Standards Agency (DVSA) has confirmed major changes to the driving test booking system across the UK. These new rules are designed to reduce long waiting times, stop the reselling of driving tests, and make the system fairer for learner drivers. The changes were discussed in a recent DVSA webinar and Q&A session for driving instructors and training providers.

From 12 May 2026, learner drivers must book their own practical driving test directly through GOV.UK. Driving instructors and third-party services will no longer be allowed to book, change, swap or cancel tests on behalf of pupils. Learners will also need to confirm that they are the person taking the test and agree to a new set of booking terms and conditions.
Another major change is the limit on how many times a driving test can be changed. Since 31 March 2026, learners are only allowed to make two changes to their booking before needing to cancel and rebook again. This includes changing the date, time or test centre.
From 9 June 2026, learners will also only be able to move their test to nearby test centres instead of searching across the country for earlier dates.
These updates are part of DVSA’s wider plan to tackle bots, unfair booking practices and long delays affecting thousands of learner drivers across the UK. Waiting times for practical driving tests have increased significantly over recent years, with some learners struggling to secure a test date for months.
